The recent events in Primorye and especially the moral support of “Primorye partisans” by most Russian people are an alarm for the authorities. Political stability which is considered to be an unquestionable achievement of the authorities in reality is proving to be fictitious. All society diagnosis set by nationalists turned to be precise, all forecasts came true. Today we have to state an alarming fact: depriving nationalists of political representation not only aggravated ethnic tensions but made struggle for constitutional rights armed.

Fall of confidence in the country’s authorities is a sign that people don’t feel any feedback from the state. They have no real tools of cooperation with their rulers. People are abandoned in the face of corrupted bureaucracy and of former law enforcement agencies that had already turned into punitive ones. 

Primorye events showed ever more high hate level between different social groups and corporate communities. If Russians are ready to shed Russian blood, a civil war becomes a real threat. Under these circumstances we are sure that efforts of Russian nationalists must be united in front of creeping civil war. We are ready to do our best to consolidate all influential and responsible Russian national organizations for the sake of elaboration of a common political platform in order to resist the impending chaos.

However, besides bureaucratic lawlessness and total domination of corruptive clannish relations, it is a permanent pressing on any displays of nationalism that provokes appearance of new “partisans’. Repressions are mass now. Legal national organizations and media are being banned and closed down. Activists are being fired, prosecuted and thrown into prisons, made to leave their homeland. Even Federal Security Service (FSO) officers – those whose mission is protection of Russian authorities - stand up for partisan fighting, as it happened in Oryol. It is a symptom of a total system collapse and lack of ideological motivation in Russia.

Today Europeans realize that confrontation with nationalists is unproductive. In most European countries nationalists are essentially integrated in political life, they participate in elections, form governmental agencies, make their contribution to civil society strengthening and facilitate their countries progress. Such are Belgian “Vlaams Belang”, Bulgarian ATAKA, Serbian Radical Party, Hungarian Jobbik, French Front National, Danish People’s Party, Swiss People’s Party, National Democratic Party of Germany and British National Party.

And only in Russia they try to reinvent the wheel, by all legal and illegal means excluding the most passionate members of a society, active and honest idealists from political life. We declare that creation of civilized European-like national parties, their participation in elections, integration of nationalists in political system will do Russia good.

If the authorities are not conscious of necessity of direct dialog with Russian civil society, the catastrophe is inescapable – internal tensions growing day by day can explode the country. Nationalists know how to restore civil peace, and we are ready not only to declare it, but realize it as well. In the name of it we are signing the present Declaration:

We demand to stop political repressions:

- To cease policy of criminalization of Russian national movement

- To abolish art.282 of Russian Criminal Code

- To admit the political prisoners status for our prisoners

- To amnesty Russian political prisoners

- To publish so called “extremists database” and to give grounds for putting Russian citizens it this database.

According to the Russian Constitution it is necessary:

- To give up practice of public actions prohibition (art. 31 of the Constitution)

- To provide free access to participation in political life for citizens

- To simplify the procedure of political parties and electoral associations registration

- To restore the right to be elected for members of no party
